Server Resource Pack

I labeled this as a bug but I’m not sure. Whenever I add a resource pack in the server.properties file, when the server restarts or turns on, the url has an extra slash ad ded and the resource pack does not work.

Why add the URL and not download it to true server’s datapack directory?
The file name suggests that it won’t change, and if there is a newer version, it gets a new filename.

Just my observational guess.
