Server connectivity error

So recentally my server crashed and I was forced to use the “kill server” option, being that it would not close no matter what I did. Now whenever I try to load any servers on the ip as the one that I had to force close I get an error:

[23:21:01] [Server thread/INFO]: Starting Minecraft server on 198.245.62.130:25565

and then the server closes. If anyone can offer help it would be awesome! Thanks!

Have you restarted the machine?

How do I do that?
Ignore: Just typing this to get me 20 letters in

If in console type - sudo reboot
Or can probably do it from the turnkey webmin.
