Problems with adding server resource packs

I’m not sure what to categorize this, also I’m new to most of this so I’m sorry if this is obvious. I tried adding a resource pack to a server, but each time I try to add it this happens:

I put in the link
“https://www.dropbox.com/s/dgy0es49h3exn22/VanillaTweaks_r319743.zip?dl=1”

I restart the server, check server-properties and the link turns into
“https \ ://www.dropbox.com/s/dgy0es49h3exn22/VanillaTweaks_r319743.zip?dl\ =1”
which then makes the link invalid due to the \ in https.

I’ve tried everything in my knowledge and searched the forums for something similar, so hopefully I can get a little help. I’m running the server on Ubuntu.

Try saving the .zip file locally then put it into the datapack directory. I believe that the client nor server has the ability to read links and cache the files like that.
