It doesn’t appear that Forge is a single step process:
will@willonubuntu:/var/games/minecraft/servers/asdf$ java -jar forge-1.8-11.14.3.1513-universal.jar --installServer
We appear to be missing one or more essential library files.
You will need to add them to your server before FML and Forge will run successfully.java.lang.ClassNotFoundException: net.minecraft.launchwrapper.Launch

Am I even working with the server software or the client? I don’t know forge well.
