Can't get my mods to work on a forge server

I have made a fresh server, installed profiles of Mojang and Forge for 1.19.2, made the mods folder for the server, and installed Oh The Biomes You’ll Go and Terrablender. The server will boot up but will give the “ignoring forge attribute” message for ALOT of forge things. When I log into the server with only those mods installed and attempt to place any of the new blocks they instantly disappear. My understanding is that it means that the server doesn’t recognize these, which would mean that my server is not reading the mods.

Can anyone help?

Did you leave the spawn protection area? If I recall it’s about 20 block radius.

I went about 100, still can’t place them.
