ok so i managed to get it to work by following this post Minecraft forge 1.18.1 no targetable jar - #24 by Cameron_Yutzy
. but aft er i copied the mods, world, and configs over it wouldnt work so i tried copying just the configs and mods over then lauching the server, let it start then stoped it when it finished. then i deleted the world folder and copied a new one in and the server.properties folder as well. after this everything started working.
