I transferred my Minecraft server to my new server, I copied world folders and these files; banned-ips.json, banned-players.json, ops.json, usercache.json, whitelist.json, commands.yml, spigot.yml. Now the stop button reads kill and not other options. Also I the system properties link is not there so I can’t change any settings via web portal, What did I do?
It means you checked the box “this is an unconventional server”.

The best way to transfer servers from legacy MineOS to the new one would be to make an Archive, and transfer that archive to the new inside the import folder; then import from the WebUI
I do have a few more testing servers to move I will try this on them, Thanks
